　　通知要求，进一步强化各类国家科技计划组织实施的衔接协同，优化科技资源配置，避免重复申报和重复资助，增强创新链整体效能，全面支撑科技自立自强，推动引领经济社会高质量发展；进一步强化创新质量和贡献导向，各相关单位不以承担科研项目和经费多少作为评价科研人员的标准，推动项目管理更加科学合理，提高资金使用效益，促进解决实际问题；大力弘扬科学家精神，科学合理界定联合审查范围，激发科研人员创新创造活力，营造潜心科研、拼搏创新的良好学术生态。通知还作出一些具体规定。
