　　1986年年初的一天，国防科工委召开国防科技计划会议，与会专家就美国的“星球大战计划”以及中国如何应对新的科技挑战展开激烈的讨论，并存在很大意见分歧。

　　看到这种情形，“中国光学之父”王大珩满心焦虑。与王大珩一样焦灼于共和国科技前途的，还有“两弹一星”元勋陈芳允。

　　会议结束后的寒冷夜晚，陈芳允敲响了王大珩家的门。两人经过长谈，达成共识：中国不能再沉寂下去了！何去何从将决定中国在新的世纪能否站稳脚跟。

　　如何促成高层决策，启动中国的高科技进程？王大珩激动地说：“干脆直接给邓小平同志写封信吧！”

　　1986年2月一个春寒料峭的夜晚，王大珩拿起了笔。经过反复修改，这份由王大珩执笔，核物理学家王淦昌、无线电电子学家陈芳允、航天技术及自动控制专家杨嘉墀联合签名的《关于跟踪世界战略性高技术发展的建议》终于完成，历时一个月。

　　为了让建议书尽快进入领导人视线，王大珩等人没有通过正式渠道，而是走了一个“后门”：请邓小平的女婿，当时在中国科学院技术科学部工作的张宏，将信直接呈交给了邓小平同志。

　　3月5日，邓小平同志亲自批示：此事宜速决断，不可拖延。

　　在邓小平的支持和推动下，经过广泛、全面的科学和技术论证后，中共中央、国务院批准了《高技术研究发展计划（863计划）纲要》。中国的高技术研究发展从此进入了一个全新阶段。
